The Road to Belém and Beyond: Closing the Implementation Gap

The first Global Stocktake, finalised at COP28, confirmed that current policies fall short of what is needed to keep global warming within the 1.5°C limit. But beyond updating targets, a central question on the road to COP30 in Belém and in the years that follow is how to translate these commitments into action.
Even if all parties submit new NDCs, a significant gap between ambition and implementation will remain. Countries face significant obstacles, from limited technical capacity to financing that fails to reflect the risks and uncertainties involved. Despite significant progress in the deployment of renewables and decarbonisation technologies, many low-carbon solutions still face barriers to scaling—particularly in sectors where high-emission alternatives remain deeply entrenched.
This is the context for the CEBRI–E3G event, which will explore practical ways to close the implementation gap, focusing on strategies to harness climate finance and promote private sector engagement. The event will showcase concrete mechanisms, tools, and initiatives that can support the development and scaling of low-carbon technologies and projects, particularly in developing countries. By highlighting both successful approaches and the barriers that remain, the event aims to bring together key insights from recent discussions at London Climate Action Week and the UNFCCC Bonn Climate Change Conference.

CEBRI: The Brazilian Center for International Relations (CEBRI) is a non-profit organization founded over 25 years ago by a group of businesspersons, diplomats, and academics. The institution contributes to building the country's international agenda, promoting engagement between knowledge production and political action. Through its 5 Thematic Programs, CEBRI brings together national and international stakeholders to discuss issues concerning economic growth, sustainable development and the international role played by Brazil. iCS was created in 2015, the same year as the Paris Agreement. Its function from the beginning has been to finance and catalyze the climate agenda in Brazil. The Institute embraces its mission with practical and strategic work, bringing to Brazil resources from major international funders – and raising support from Brazilian funders – to support various local agents who fight for Brazil in order to avoid the negative impacts of global warming. Much more than a financial intermediary, iCS promotes dialogue between the sectors, adds knowledge and establishes networks of information, intelligence and cooperation, aiming to achieve the well-being of the population.

E3G (Third Generation Environmentalism): is an independent climate think tank dedicated to driving the global transition to a climate-safe, socially just, and resilient future. Headquartered in London, E3G operates across Europe and internationally, working at the intersection of climate diplomacy, energy policy, and sustainable finance. It is the host of London Climate Action Week (LCAW). E3G’s goal is to translate climate politics, economics and policies into action. It works on the frontier of the climate landscape tackling the barriers and advancing the solutions to promote a safe climate for all.
