As London Climate Action Week gets underway, this high-level session offers a timely pulse-check from business leaders on the state of the net-zero transition through the lens of investment, competitiveness, policy, and collaboration. Grounded in insights from the Business Breakthrough Barometer 2025, the session will unpack the strategic imperatives for business, where investment is accelerating, and the barriers impeding momentum.
With leading voices from business and government, this event will spotlight the critical levers for sustained, year-on-year implementation. It will provide a platform for open exchange on how to overcome persistent challenges, unlock private capital, and create the enabling conditions for credible, high-impact action towards and beyond COP30.
Participants will be invited to engage with the Barometer findings and contribute to the COP30 mutirão, a collaborative drive to surface and scale real-world breakthroughs. Together, we aim to shape a new narrative of business and government leadership: one grounded in implementation, accountability, and international collaboration.

The Breakthrough Agenda was launched at COP26 to help the world close the “collaboration gap” and accelerate international action on climate change to meet the Paris Agreement’s global net zero targets. It convenes countries and initiatives to strengthen international collaboration to make clean technologies and sustainable solutions the most affordable, accessible and attractive option in key sectors and in all regions by 2030. It enhances global cooperation in six major emitting sectors (power, road transport, steel, hydrogen, buildings and cement and concrete), with fertilizers as an emerging sector of interest. These sectors cover over 50% of global emissions. At COP28, governments welcomed a new partnership with the World Business Council for Sustainable Development to strengthen private sector engagement to deliver the Breakthrough Agenda goals. The Business Breakthrough Barometer supports this partnership, and the COP-to-COP process, by providing annual insights to countries on the pace and challenges for sector transitions and identifying the business priorities for international collaboration.
