As we enter the second half of the Decisive Decade – a critical period in which global carbon emissions must be halved to remain on track for net zero – the sustainability agenda, first articulated in the Rio Declaration of 1992, is increasingly shaped by global geopolitical dynamics. These include the wars in Ukraine, the Middle East, and Central Africa; the U.S. withdrawal from the Paris Agreement; and ongoing trade tensions between the U.S. and China. In response to these challenges, the European Union launched the Budapest Declaration of 2024 to reinvigorate its global competitiveness.
